Unethical Practice

People use unethical practices to cheat academically because  they may not be good enough to get a good grade, not studied, didn't take enough notes in class, or just were plain lazy.  By stealing someone else's work it could (in their minds) get them a good grade.

The offense where the two people who were copying and helping each other with their paper should have been let off with a warning. It was because they were both aware that they both knew what they were doing and it was pretty clear that they didn't think what they were doing was wrong.

The students accused of plagiarism could have many bad things on their record. They could be turned down for a college or even a job. It will make them seem untrustworthy and they may even lose friends.

It seems that if you are caught plagiarizing at Kansas State University, it is very strict. Even if you cite your work in the bibliography and don't put quotation marks, it counts as plagiarism. It is very forbidden and you can get a warning all the way up to getting expelled.
